I think I commented on that once before (of course I did) that system seems unfair. If I have a minor league player and bring him up, there is no problem. If he is under his major league numbers and the big league club sends him back down, I should be able to do the same without risk of losing him, he is still under my control until his innings/games limit is up

I had picked Godley up as a Free Agent. Arizona sent him down, so I thought I could as well.
I told AA privately I'd bring the issue up in the off season, but I can lay it out here.
I understand why the rule was initially done, to keep someone from drafting a Minor Leaguer in February and then just sending him down ans circumventing the Minor League draft totally. I think we should keep that part of the rule, but at the conclusion of the Minor League Draft through the end of the regular season, We should be able to call up and demote players without the waiver process. Once the Season ends, you lock the Minor Rosters until the next season, and then lather, rinse, repeat.
I do want some clarification on the waiver/demoting part of it. Had say Moose claimed Godley from me here, The way it was explained to me is that Moose could then demote him... IS that correct? That part seems overly punitive. If Moose picked him up and left him on the Main Roster, I understand 100%. But If he decided to drop him, I should get first crack at him since I established a Minor League Claim to him.
Something to chew on in the off season anyway. I can see this not being a regular thing, but still.

and if the waiver thing makes sense in a way I am not seeing (though I agree with Shark that the rule should be in place to keep from drafting/stashing minor leaguers) maybe do it like waivers in baseball? So, Shark wants to demote Godley, he goes through the waiver process, if he gets claimed by someone, then Shark has the option of pulling him back? But if he does that, then Godley HAS to stay on the major league roster for the rest of the season? Or is that even more complicated than what we are doing now?

Here's how it works currently. Sharky picks up Godley from free agency and puts him on the Major League roster. Godley gets demoted. Sharky has to drop Godley from his Major League roster, wait until Godley goes through waivers, then can put Godley on his Minor League roster. While Godley is on waivers, Moose could pick him up but would have to put Godley on his Major League roster (even though he's not playing in the majors). Then Moose would have to waive Godley, hope he goes through waivers, then drop him to the Minor League roster.
So you could have a situation where Sharky and Moose pick up and waive Godley, only to have the other (or anyone else) pick up Godley from waivers to prevent the last owner from adding Godley to his Minor League roster. It sounds far-fetched, but it could happen. This only applies if the player is picked up from free agency directly to the Major League roster. I guess if someone hears news before the move happens, they could add Young Stud Pitcher to his Minor League roster a day before he gets called up, then move him to the Major League roster, and the waiver rule doesn't apply. I also guess if you're good enough to have that kind of information, you deserve the credit.
I suggest we keep the Minor League Waiver Rule (for lack of a better term) before and during the Minor League draft, but allow a direct free agent add/drop to Minors after the draft until the end of the season.

I think this is a good idea. Under the current system, if I understand it right, in theory, a hot keeper could potentially be held up forever in the drop/waiver process

Technically, a hot keeper could be held up. But I can't imagine that Keeper would be that hot considering two things:
1) No fantasy owner had put him on their Minor League roster. 2) His real club demoted him.
