Rule Changes 2021-2022

I'm summarizing discussions regarding rule changes and expansion for next year. This is not up for a vote yet, just trying to get a few things organized.
These changes are all using the following assumptions:
1. We would move forward with expansion of two teams to 14 in 2021-2022
2. Keeper rules will not change for this summer. Or it might be a minor tweak, but major changes would take place in 2022.
3. Rules for Roster changes and Drafting Prospects would be effective 2021-2022
Here's a summary of possible changes:
Roster Changes:
Current Active Roster change from 19 to 17
Current Starting Skaters from from 11 to 10 (remove 1 UTIL spot)
Max Goalies on Roster from 4 to 3
Keeper Rule Changes:
Keepers decrease from five (3F, 1D, 1G) to something else (4 skaters or 1G/2skaters)
Keeper eligibility restrictions (ie, player must be drafted to be kept, or must be drafted before round 15)
Keepers cycling quicker (ie, cost is last years round +3, or cannot use a first through 4th round on a keeper)
Minor League / Reserve List
This one will take some time to flesh out, but they have something in the baseball league. Basically, the rules of this league has made it very difficult and unlikely for owners to draft a recent top 3 NHL draft pick (or a top prospect for an owners favorite NHL team) and allow him a year or two ro three to develop into a star player, and allow owners to be rewarder for their investment in a player. So what I'm thinking is this: we would allow owners to draft the future star players like Alexis Lafrenniere, Quintin Byfield, Tim Stutzle, etc., and stash them. The "research" that Hodgey fears should be limited. So here's my initial starting point for a Reserve List:
1. Prospects are drafted in the normal draft, and prospects may only be added through the draft.
2. Two prospects will be drafted each year by each owner.
3. Owners may own an unlimited number of prospects at one time, and prospects may be traded.
4. Prospects may remain on the Reserve list until they play 82 NHL games or they turn 30 years old. Once a threshold is hit, they must be added to the main roster or dropped from the prospect list.
5. Once a prospect is promoted to the main roster, he may not return to a prospect list.
6. Prospects may be promoted to the main roster in the regular season.
7. There is no keeper cost for a prospect, so long as he remains on the Reserve List.
8. Once a prospect is added to the main roster, his keeper cost for the following year is Round 15. Each subsequent year is whatever the standard is for the rest of the league (currently +2, may change to +3)
