Rule Changes 2021-22: Goalies

I've numbered the sections in the League Rules. Items #1, 2, 3, 7, 8, and 10 should be pretty locked in. Speak up if there is anything in these sections to discuss.
I'll start a thread for each topic, if we have lots of conversation Hodgey or I will summarize and put it to a vote. If we don't have any conversation, Hodgey or I will make a decision and move on.
The big topic in the offseason was to change the rules so that players can cycle through the draft, as too many elite players were keepers this year. The side issue to this was drafting/retaining prospects, who are known to be unlikely contributors this year. Our previous conversations on this were under the assumption that Expansion to 14 teams may happen. Expansion is now off the table.
Regarding changes to keeper rules, no changes made this summer will affect the keeper lists or rules that are to be submitted for this year's draft. Keeper rules would apply to 2022 Keeper Lists. Players selected in the 2021 draft may see their eligibility change, depending on the rule changes.
This thread is regarding Goalies. After this discussion we can work backwards to roster sizes, keeper rules, and prospects.
After adding Seattle, the NHL will have 64 goalies: 32 starters, and 32 backups.
Currently we have a maximum of 4 goalies, or 48 on rosters. This is 100% of the starters and 50% of the backups, not counting injured players.
Of note: I looked up ESPN's current rules, and we cannot change from Individual Goalies to Team Goalies. I do like this idea, but we can't do it under the current format.
Options for changes include:
Eliminating using a Keeper slot on Goalies
Making it more difficult to use a Keeper Slot on Goalies (ie, either 1 G + 2 Skaters, or 4 skaters)
Decreasing Max Goalies on the Roster from 4 to 3
Adjusting Keeper eligibility / costs for goalies only (Goalie round is +3 instead of +2; goalies can only be kept in Rounds 7-18, etc.)
