Rule Changes 2021-2022: Keeper Eligibility

This should be the final item before we finalize rules, and move to posting our keepers.
The big topic in the offseason was to change the rules so that players can cycle through the draft, as too many elite players were keepers this year. The side issue to this was drafting/retaining prospects, who are known to be unlikely contributors this year. Our previous conversations on this were under the assumption that Expansion to 14 teams may happen. Expansion is now off the table.
Regarding changes to keeper rules, no changes made this summer will affect the keeper lists or rules that are to be submitted for this year's 2021 draft. Keeper rules would apply to 2022 Keeper Lists. Players selected in the 2021 draft may see their eligibility change, depending on the rule changes.
We are keeping the current positional eligibility of 3 F, 1 D, and 1 G.
With the addition of Seattle, there will be a few more players in the pool for us to draft. This will help.
Please use this thread to post your opinions, and if necessary we will post a poll.
Options discussed include:
Number 1: Changing the annual cost of a keeper. Currently, that cost is +2. We could move to +3.
Number 2: Changing the allowable rounds for keepers to be used at the top of the draft. Currently, a 2nd round pick may be used on a keeper. 1st round picks may not be used. We could change this to (for example) 3rd and 4th round picks may not be used on keepers.
Number 3: Changing the allowable rounds for keepers to be used at the bottom of the draft. Currently, undrafted players are assigned a draft value of Round 20, so they may be kept with an 18th round pick. We could change this to not allowing undrafted players to be kept. Additionally, we could tighten the bottom of the draft, and (for example) players must be drafted by Round 16 in order to be kept.
We could also select some rules to only be enforced on certain positions, such as Goalies only.
I favor making all undrafted players ineligible for being keepers. Open to other thoughts.
