Psycho's not an illusionist. He's a telepath who can control people in addition to make them see stuff. Scarecrow on the other hand is largely useless without his gas. Though John Rozum/Tom Mandrake did a really good fill in story about him abandoning it and just using pure psychological tactics to inspire fear...which was idiotically abandoned as soon as the story was over.

1.Killer Frost



Killer Frost puts a unique spin on the classic Cold Powers. She absorbs heat and flame to generate her cold powers, so any hero attempting to use the classic defeating Ice with Fire trick will be in for a surprise. She has also been a major foe of Firestorm over the years, giving her experience with dealing with extremely powerful heroes.

2.Giganta



A major foe of Wonder Woman, she is exactly what it says on the tin, a woman who can grow to gigantic size. She is also a brilliant scientist, making her a good combo of brawn and brains.

3.Killer Croc



Like Clayface, Croc is one of the few Batman foes that I can legit see being able to fight other heroes. He is almost more monster than man these days, so I'm not sure I would want him on the final team, but I figured he at least deserved a shout out.

4.Amazo



Amazo is a robot that has the abilities of the Justice League. He is easily a huge threat on his own, and could be a massive weapon of destruction surrounded with the proper enemies.
