Well I presumed that in OOWF there was a basic face/heel dynamic to the "war" with the main players. And that heels allied on the face side and faces on the heel side didn't take away from that. Two heel heads makes it a bit harder to read.
Or don't do either. If you can't find an image you like at either than don't force it. Just give me something you like and which will look good on the board.

Today we stand on the verge of greatness. Soon, our debut pay-per-view, "Retribution", will command the attention of audiences around the world (or at least Puns House). Shortly, we will announce the full card for this event, but first I am forced to address other matters. Namely, Shane Douglas and Shane McMahon. It seems that neither man is willing to find common ground in their argument. So, I've found it for them...in the middle of the ring! And, seeing as how they've dragged others into this mess, they will not be alone in that ring. Unfortunately, due to previous booking concerns, Chris Hero and Kenny Omega will not be available for the match. Ladies and gentlemen, I give you the first match for Retribution...

If you don't have anyone to root for, what's the point?
I think the reason heel-heel works now is because many fans cheer heels anyway. If it's two true heels (despised by fans) then no, it doesn't work. But there are far less true heels in wrestling today than there were back in early 90's and before.
In ROH, Nigel McGuinness had gone heel, and had a match with Roderick Strong, th eleaer of a heel faction. Both McGuinness & Strong, regardless of face/heel standing, are still popular with fans, so it worked.
I haven't seen ROH champ Nigel vs. NWA champ Adam Pearce yet, but that was heel vs. heel, too. Although it was in Dayton (where Nigel started in the U.S.), and Nigel tried to get the fans on his side during the promos leading up to it.
