I would have offered a better trade... and I would like to contend that trading a keeper before their round in which they are kept is akin to trading a keeper slot which is banned. The reason for this belief is that where he is kept has not passed yet, so they still haven't used that keeper slot. So while I agree that you should be able to trade keepers during the draft, I contend that you can do it before their keeper slot as it hasn't been used yet.

First of all, I think you were trying to say "you cannot do it before their keeper slot".
As for the legality, keeper slots are locked at 8 pm last night. At that point, those draft picks have been used. In this case, Scott cannot draft an alternative player with pick #168, nor can he trade that pick so someone else can draft with that slot, nor can he acquire another 14th round pick and transfer his keeping of Elliott to another draft spot. Nor can he renounce drafting Elliott at that slot. And of course, no other draft pick can be used on Brian Elliott. Brian Elliott is Scott's property at 8 pm last night, and pick #168 has been used.
And then there was a roster freeze until 8 am this morning.
In your scenario, if we did need to wait until we reach pick #168 in the draft until he "officially" adds Elliott to his roster, I could simply allow Scott to "advise" me which players to select with those two picks, and then we could announce the trade after pick #168, but that's really a technicality to drag out a trade for two weeks.
This is also consistent with allowing a maximum of 19 players on your roster at any time. Guys that have more than 19 picks have keepers in rounds 18 and 17, and were looking at having their 15th or 16th round picks voided. Those picks could only be voided if we counted those round 17 and 18 picks as part of their roster. Otherwise, they could arguably draft a player in round 16, then keep players in 17 and 18, and now they have 20 players and are over the maximum.
I will apologize as commish for not spelling this out more clearly, as this was not a scenario that I considered to specifically address when writing up the rules.
