Who is familiar with writing business proposals?

Seems like there are a lot of us being let go from our jobs recently. I posted this at OO, but I know there are a few of you who don't check it out as much anymore. I know Tex has some management/supervisory experience, so hopefully at least he will be able to help......
As some of you know from my "Fuck List" rant, back in January, the client my company had me working for asked me to be removed from their account. My job has kept me on, basically doing busy work while they search for something permanent for me to do. Here's where I need your help.
Originally, I was told to continue doing what I am doing now, and they would look at things as the end of the quarter approaches and see how the budget for my department looks. I've talked informally with my boss about creating a position for me that will allow me to focus on exactly the same things I am working on now, while taking certain burdens away from other co-workers. That being said, however, I would like to put in writing, a formal proposal for creating this position.
I won't bore everyone here with exactly what I do, but if you have experience writing business proposals (I do not), drop me a message here and I will send you a U2U. I just need to know the best format, what exactly higher-ups are looking for (one of the VPs is going to be reading this), etc. If anyone helps me and the new position is actually created for me, I will owe you all a huge debt of gratitude. If they don't approve anything, there is a good chance I will be looking for another job.
