Fallout 3 Question

Yeah, I know, I'm a few years late to this party, but I finally picked up FO3 and I'm having a great time playing it. But I have a problem that is hindering me and I didn't want to ask for help but I can't find the answer to my question online so I'll ask for help.
I'm taking my sweetass time playing through this as it's just huge with so much shit going on and I've hit the level 20 cap before doing hardly any of the main mission. So I bought the Broken Steel add-on to get to extend the leveling up experience to 30 but it will not work. Between loads it says I just started level 20 and level 21 is next, but I don't get experience for anything and it still says I'm maxed out on experience. I dl'ed BS and installed it (twice) but I'm still not getting any experience. Is there something I'm not doing? Do I have to turn something on in the game? I haven't found anything anywhere that says anything about turning anything on.
I figure maybe Stu or (Solly?) or BFG or Gator or Deadly or someone might be able to help. Punker would probably know but I think PunsHouse put up its own border fence because he doesn't post here anymore. Anybody know what I'm doing wrong? Or is this just a glich of some sort? The only thing else I can think of is I can't update the game to the newest version because my wi-fi is a shittard. I can dowload stuff and install it, but I can never seem to update the software. On a related question that might alleviate this problem, if I run a cable splitter between my DVR and PS3, will that screw up anything or give me lag on either one? I don't want to run my second bedroom cable all the way into here for a couple of different reasons, but I need to do something. It's cool having multiplayer games and some friends around the U.S. to play them with, but I can't even update my software to even try to do anything.
